\nconcern at the continued suffering of the Syrian people, the dire and
\ndeteriorating humanitarian situation, the ongoing conflict and its persistent

\nregion and beyond, including the resulting increase in terrorists drawn to the

\nthat all parties take all appropriate steps to protect civilians, including

\nthat, in this regard, the primary responsibility to protect its population lies
\nwith the Syrian authorities,<\/span><\/p>\n

\u201cReiterating<\/span><\/em> that the
\nonly sustainable solution to the current crisis in Syria is through an
\ninclusive and Syrian-led political process that meets the legitimate
\naspirations of the Syrian people, with a view to full implementation of the
\nGeneva Communiqu\u00e9 of 30 June 2012 as endorsed by resolution 2118 \uff082013\uff09,
\nincluding through the establishment of an inclusive transitional governing body
\nwith full executive powers, which shall be formed on the basis of mutual
\nconsent while ensuring continuity of governmental institutions,<\/span><\/p>\n

\u201cEncouraging<\/span><\/em>, in this
\nregard, the diplomatic efforts of the International Syria Support Group \uff08ISSG\uff09
\nto help bring an end to the conflict in Syria,<\/span><\/p>\n

\u201cCommending<\/span><\/em> the
\ncommitment of the ISSG, as set forth in the Joint Statement on the outcome of
\nthe multilateral talks on Syria in Vienna of 30 October 2015 and the Statement
\nof the ISSG of 14 November 2015 \uff08hereinafter the \u201cVienna Statements\u201d\uff09, to
\nensure a Syrian-led and Syrian-owned political transition based on the Geneva Communiqu\u00e9
\nin its entirety, and emphasizing<\/span><\/em> the urgency for all parties in Syria to work
\ndiligently and constructively towards this goal,<\/span><\/p>\n

\u201cUrging<\/span><\/em> all parties to
\nthe UN-facilitated political process to adhere to the principles identified by
\nthe ISSG, including commitments to Syria\u2019s unity, independence, territorial
\nintegrity, and non-sectarian character, to ensuring continuity of governmental
\ninstitutions, to protecting the rights of all Syrians, regardless of ethnicity
\nor religious denomination, and to ensuring humanitarian access throughout the
\ncountry,<\/span><\/p>\n

\u201cEncouraging<\/span><\/em> the
\nmeaningful participation of women in the UN-facilitated political process for
\nSyria,<\/span><\/p>\n

\u201cBearing in mind<\/span><\/em> the
\ngoal to bring together the broadest possible spectrum of the opposition, chosen
\nby Syrians, who will decide their negotiation representatives and define their
\nnegotiation positions so as to enable the political process to begin, taking note<\/span><\/em>
\nof the meetings in Moscow and Cairo and other initiatives to this end, and noting<\/span><\/em>
\nin particular the usefulness of the meeting in Riyadh on 9-11 December 2015,
\nwhose outcomes contribute to the preparation of negotiations under
\nUN\u00a0auspices on a political settlement of the conflict, in accordance with
\nthe Geneva Communique and the \u201cVienna Statements\u201d, and looking forward<\/span><\/em>
\nto the Secretary-General\u2019s Special Envoy for Syria finalizing efforts to this
\nend,<\/span><\/p>\n

\u201c1. \u00a0 Reconfirms<\/span><\/em>
\nits endorsement of the Geneva Communiqu\u00e9 of 30 June 2012, endorses<\/span><\/em>
\nthe \u201cVienna Statements\u201d in pursuit of the full implementation of the Geneva Communiqu\u00e9,
\nas the basis for a Syrian-led and Syrian-owned political transition in order to
\nend the conflict in Syria, and stresses<\/span><\/em> that the Syrian people
\nwill decide the future of Syria;<\/span><\/p>\n

\u201c2. \u00a0 Requests<\/span><\/em>
\nthe Secretary-General, through his good offices and the efforts of his Special
\nEnvoy for Syria, to convene representatives of the Syrian government and the
\nopposition to engage in formal negotiations on a political transition process
\non an urgent basis, with a target of early January 2016 for the initiation of
\ntalks, pursuant to the Geneva Communiqu\u00e9, consistent with the 14 November 2015
\nISSG Statement, with a view to a lasting political settlement of the crisis;<\/span><\/p>\n

\u201c3. \u00a0 Acknowledges<\/span><\/em>
\nthe role of the ISSG as the central platform to facilitate the United Nations\u2019
\nefforts to achieve a lasting political settlement in Syria;<\/span><\/p>\n

\u201c4. \u00a0 Expresses<\/span><\/em>
\nits
\nsupport<\/span><\/em>, in this regard, for a Syrian-led political process that is
\nfacilitated by the United Nations and, within a target of six months,
\nestablishes credible, inclusive and non-sectarian governance and sets a
\nschedule and process for drafting a new constitution, and further
\nexpresses its support<\/span><\/em> for free and fair elections, pursuant to the
\nnew constitution, to be held within 18 months and administered under
\nsupervision of the United Nations, to the satisfaction of the governance and to
\nthe highest international standards of transparency and accountability, with
\nall Syrians, including members of the diaspora, eligible to participate, as set
\nforth in the 14 November 2015 ISSG Statement;<\/span><\/p>\n

\u201c5. \u00a0 Acknowledges<\/span><\/em>
\nthe close linkage between a ceasefire and a parallel political process,
\npursuant to the 2012 Geneva Communiqu\u00e9, and that both initiatives should move
\nahead expeditiously, and in this regard expresses its support<\/span><\/em> for a
\nnationwide ceasefire in Syria, which the ISSG has committed to support and
\nassist in implementing, to come into effect as soon as the representatives of
\nthe Syrian government and the opposition have begun initial steps towards a
\npolitical transition under UN auspices, on the basis of the Geneva Communiqu\u00e9,
\nas set forth in the 14 November 2015 ISSG Statement, and to do so on an urgent
\nbasis;<\/span><\/p>\n

\u201c6. \u00a0 Requests<\/span><\/em>
\nthe Secretary-General to lead the effort, through the office of his Special
\nEnvoy and in consultation with relevant parties, to determine the modalities
\nand requirements of a ceasefire as well as continue planning for the support of
\nceasefire implementation, and urges<\/span><\/em> Member States, in particular
\nmembers of the ISSG, to support and accelerate all efforts to achieve a ceasefire,
\nincluding through pressing all relevant parties to agree and adhere to such a
\nceasefire;<\/span><\/p>\n

\u201c7. \u00a0 Emphasizes<\/span><\/em>
\nthe need for a ceasefire monitoring, verification and reporting mechanism, requests<\/span><\/em>
\nthe Secretary-General to report to the Security Council on options for such a
\nmechanism that it can support, as soon as possible and no later than one month
\nafter the adoption of this resolution, and encourages<\/span><\/em> Member States, including
\nmembers of the Security Council, to provide assistance, including through expertise
\nand in-kind contributions, to support such a mechanism;<\/span><\/p>\n

\u201c8. \u00a0 Reiterates<\/span><\/em>
\nits call in resolution 2249 \uff082015\uff09 for Member States to prevent and suppress
\nterrorist acts committed specifically by Islamic State in Iraq and the Levant
\n\uff08ISIL, also known as Da\u2019esh\uff09, Al-Nusra Front \uff08ANF\uff09, and all other individuals,
\ngroups, undertakings, and entities associated with Al Qaeda or ISIL, and other
\nterrorist groups, as designated by the Security Council, and as may further be
\nagreed by the ISSG and determined by the Security Council, pursuant to the
\nStatement of the ISSG of 14 November 2015, and to eradicate the safe haven they
\nhave established over significant parts of Syria, and notes<\/span><\/em>
\nthat the aforementioned ceasefire will not apply to offensive or defensive actions
\nagainst these individuals, groups, undertakings and entities, as set forth in
\nthe 14 November 2015 ISSG Statement;<\/span><\/p>\n

\u201c9. \u00a0 Welcomes<\/span><\/em>
\nthe effort that was conducted by the government of Jordan to help develop a
\ncommon understanding within the ISSG of individuals and groups for possible
\ndetermination as terrorists and will consider expeditiously the recommendation
\nof the ISSG for the purpose of determining terrorist groups;<\/span><\/p>\n

\u201c10. Emphasizes<\/span><\/em> the need for
\nall parties in Syria to take confidence building measures to contribute to the
\nviability of a political process and a lasting ceasefire, and calls on<\/span><\/em>
\nall states to use their influence with the government of Syria and the Syrian
\nopposition to advance the peace process, confidence building measures and steps
\ntowards a ceasefire;<\/span><\/p>\n

\u201c11. Requests<\/span><\/em> the
\nSecretary-General to report to the Council, as soon as possible and no later
\nthan one month after the adoption of this resolution, on options for further
\nconfidence building measures;<\/span><\/p>\n

\u201c12. Calls on<\/span><\/em> the parties to
\nimmediately allow humanitarian agencies rapid, safe and unhindered access
\nthroughout Syria by most direct routes, allow immediate, humanitarian
\nassistance to reach all people in need, in particular in all besieged and
\nhard-to-reach areas, release any arbitrarily detained persons, particularly
\nwomen and children, calls on<\/span><\/em> ISSG states to use their influence immediately
\nto these ends, and demands<\/span><\/em> the full implementation of resolutions 2139
\n\uff082014\uff09, 2165 \uff082014\uff09, 2191 \uff082014\uff09 and any other applicable resolutions;<\/span><\/p>\n

\u201c13. Demands<\/span><\/em> that all
\nparties immediately cease any attacks against civilians and civilian objects as
\nsuch, including attacks against medical facilities and personnel, and any
\nindiscriminate use of weapons, including through shelling and aerial
\nbombardment, welcomes<\/span><\/em> the commitment by the ISSG to press the parties
\nin this regard, and further demands<\/span><\/em> that all parties immediately comply with
\ntheir obligations under international law, including international humanitarian
\nlaw and international human rights law as applicable;<\/span><\/p>\n

\u201c14. Underscores<\/span><\/em> the
\ncritical need to build conditions for the safe and voluntary return of refugees
\nand internally displaced persons to their home areas and the rehabilitation of
\naffected areas, in accordance with international law, including applicable
\nprovisions of the Convention and Protocol Relating to the Status of Refugees,
\nand taking into account the interests of those countries hosting refugees, urges<\/span><\/em>
\nMember States to provide assistance in this regard, looks forward<\/span><\/em> to the
\nLondon Conference on Syria in February 2016, hosted by the United Kingdom,
\nGermany, Kuwait, Norway and the United Nations, as an important contribution to
\nthis endeavour, and further expresses<\/span><\/em> its support to the post-conflict
\nreconstruction and rehabilitation of Syria;<\/span><\/p>\n

\u201c15. Requests<\/span><\/em> that the
\nSecretary-General report back to the Security Council on the implementation of
\nthis resolution, including on progress of the UN-facilitated political process,
\nwithin 60 days;<\/span><\/p>\n

\u201c16. Decides<\/span><\/em> to remain
