アムネスティ・インターナショナルは、「Syria: US ally’s razing of villages amounts to war crimes」と題したレポート（https://www.amnesty.org/en/latest/news/2015/10/syria-us-allys-razing-of-villages-amounts-to-war-crimes/）を発表し、クルド民族主義政党の民主統一党が主導する西クルディスタン移行期民政局が実効支配地域内で住民（アラブ系住民）の強制移住が行われていると指摘、戦争犯罪にあたると非難した。
